Hong Kong authorities have been pursuing unlicensed virtual asset trading platforms as a criminal offense since June 2024.

Hong Kong’s Securities and Futures Commission granted a cryptocurrency license to Victory Fintech, an affiliate entity of publicly listed financial services firm Victory Securities. The approval marks the first addition to the SFC’s registry of licensed crypto firms since June 2025.
Victory won permission to operate a digital asset trading platform on Friday, according to the SFC’s registry. There are now 12 approved platforms on the registry, including New York Stock Exchange-listed Bullish.
