Brussels is extending Russia enforcement into globally connected crypto platforms, using a transaction restriction whose legal effect must be distinguished from a conventional asset freeze.
The European Union has included HTX among 18 crypto-asset service providers covered by new restrictions over alleged assistance to Russian sanctions circumvention.
HTX is larger and more internationally connected than many intermediaries previously associated with evasion cases. Its inclusion raises immediate questions for European users, banks, token issuers and other exchanges.
The legal effect must be described precisely. Inclusion in a transaction-ban provision is not necessarily the same as listing a person or company for a full asset freeze…
