The U.S. Senate concluded its summer recess today (September 14) and returned to Washington.
A day later, at 2:15 p.m. Eastern Time on September 15, senators will hold a cloture vote on H.R. 3633, the Digital Asset Market Clarity Act (CLARITY Act).
This is not a final vote, but merely a procedural one that determines whether the Senate will agree to begin formal debate on the bill, with a passage threshold of 60 votes.
But everyone knows this procedural vote is effectively a substantive one. If 60 votes cannot be gathered, the CLARITY Act will die before the 2026 midterm…
