Vladimir Putin signed Federal Law No. 282-FZ on August 4, 2026. The law carries the title “On Digital Currencies and Digital Rights.” Russia’s government introduced the bill in April, and the State Duma cleared it on July 21. Officials published the signed text on the state legal portal the same day Putin approved it. Most provisions take effect on September 1, 2026.
The Russia crypto law ends years of legal ambiguity for traders and exporters. However, it does not make crypto spendable inside the country. Instead, the framework splits digital assets into two very different lanes. One lane serves investors under tight supervision. The other serves companies moving money across borders.
